This Request for Bids with all pages, documents, and attachments contained herein or subsequently added or made a part hereof, submitted as a fully and properly executed bid, shall constitute a contract between the Counties of Calhoun and Jackson and the successful and most responsible bidder, as determined by the Counties when approved and accepted by the Counties of Calhoun and Jackson.
