On April 9th, Governor Whitmer signed executive order 2020-42, extending her prior “Stay Home, Stay Safe” order through the end of April. As with the prior order, Executive Order 2020-42 limits gatherings and travel and requires all workers who are not necessary to sustain or protect life to stay home. Executive Order 2020-42 also imposes more stringent limitations on stores to reduce foot traffic, slow the spread of the coronavirus, and save lives.  

The measures put in place by Executive Order 2020-21 have been effective, but this virus is both aggressive and persistent: on April 8, 2020, Michigan reported 20,346 confirmed cases of COVID-19 and 959 deaths from it. To win this fight, and to protect the health and safety of our state and each other, we must be just as aggressive and persistent. Though we have all made sacrifices, we must be steadfast. Accordingly, with this order, I find it reasonable and necessary to reaffirm the measures set forth in Executive Order 2020-21, clarify them, and extend their duration to April 30, 2020. This order takes effect on April 9, 2020 at 11:59 pm. When this order takes effect, Executive Order 2020-21 is rescinded.

All Michigan businesses and operations must temporarily suspend in-person operations that are not necessary to sustain or protect life. In addition, all Michiganders must stay in their homes unless they’re a part of the critical infrastructure workforce, engaged in an outdoor activity, or performing tasks necessary to the health and safety of themselves or their family, like going to the hospital or grocery store. 

YOU CAN: 

• Go to the grocery store or pick up take-out food. 
• Go to the pharmacy to pick up a needed prescription. 
• Engage in outdoor activities like walking, hiking, running, biking. 
• Go to the hospital or secure any care necessary to address a medical emergency or to preserve your health or the health of a loved one. 
• Fill your car with gas. 
• Return to Michigan to a home or place of residence from outside the State. 
• Leave the State for a home or residence elsewhere. 
• Walk your pets and take them to the veterinarian for needed medical care.
• Attend a funeral, provided that no more than 10 people are in attendance at the funeral.

YOU MAY NOT: 

• Leave the home to work unless your employer designates you as a critical infrastructure worker. 
• Participate in any public gatherings. 
• Visit someone in the hospital, nursing home, or other residential care facilities (with limited exceptions). 
• Go to the mall or to restaurants. 
• Travel is allowed between two residences in this state, through April 10, 2020. After that date, travel between two residences is not permitted.

•  All other travel is prohibited, including all travel to vacation rentals.

BUSINESSES THAT REMAIN OPEN FOR IN-PERSON WORK MUST TAKE AGGRESSIVE STEPS TO MINIMIZE THE VIRUS’S SPREAD. THEY MUST:

• Promote remote work to the fullest extent possible. 
• Restrict the number of workers present in-person on the job. 
• Keep employees at least six feet from one another to the maximum extent possible and enabling social distancing for customers who are standing in line.  
• Any other social distancing practices and mitigation measures recommended by the Centers for Disease Control.
